The Harris County Public Library's first day of operation was Monday, May 9, 1921, when County Librarian Lucy Fuller began her work assembling a library system for rural Harris County.

Segregated service to the Goose Creek (Baytown) community from 1928 to 1948.
Harris County operated a library at the Houston Textile Mill from 1931 to 1936 in partnership with the mill owners and the Houston school district.
