Fuller left a job at the New York Public Library to start up a new library system for Harris County. The Harris County Public Library officially began on Monday, May 9, 1921.
For the first month, Fuller worked out of the Houston Public Library, as she assembled a collection of books and a list of possible library book stations. By June 1921, Fuller established book collections at seven points throughout the county, including La Porte, Humble, Goose Creek (modern-day Baytown), and Harrisburg School.
