The polls will be open from 7:00 a.m. to
7:00 p.m. this Tuesday (May 22) for a
Harris County bond election which will
present eight items totalling $338 million
lor voter approval. Harris County officials
arc stressing that passage of the bond
issues, which include funding for a King-
wood library, will not raise county taxes.
There will be two polling places for
area residents. Those north of Kingwood
Mrivc may vote at Woodland Hills Elemen¬
tary School. All other residents of King-
wood and those from Forest Cove, will vote
at Kingwood United Methodist Church on
Woodland Hills Drive.
Proposition One on the ballot is for the
issuance of $175 million in road bonds for
county road and bridge improvements and
right-of-way acquisition. Of this allocation,
about 25% will be spent in Precinct 4,
although none in the immediate Kingwood
area.
According to Precinct 4 Commissioner,
E. A. "Squatty” Lyons, the $43 million in
road and bridge funds allocated for his
precinct will be spent primarily on an
overpass at the railroad crossing at Spring
Cypress Road, and to construct a four-lane
bridge over Cypress Creek connecting with
Aldinc Westfield Road. There arc also two
road extension projects planned in the
Cyprcsswood area If the bond issue passes,

Precinct 4 will receive over $3 million,
hi mi r fourth the total $15 million allocated
for park acquisition and development if
Proposition Two is approved. It Is likely
that fundi for parks in Precinct 4 would be
spent on development of parkland in the
Cypress Creek area, Commissioner Lyons
I < ominented.
Propositions three, hour, and Five to¬
gether allocate a total of $20 million for
construction und remodeling of county of¬
fice buildings and facilities. The largest I
single item in this category is $9 million for
construction and remodeling of courtrooms f
in the downtown complex.
Other items in these three propositions
include bonds for construction of new
county coroner’s facilities; for permanent
facilities to accommodate newly created
courts; for construction and remodeling of
child welfare and juvenile centers for neg¬
lected and abused children and young
offenders; and two new courthouse an¬
nexes in Pasadena and southwest Houston.
Proposition Six, which allocates $3 mil¬
lion for libraries, has the most relevance to
local voters, as Kingwood has been named
one of five locales to benefit from these
bond monies. Friendswood Development
Company has agreed to donate land for the i
library across from the new high school if |
the bond issue passes.
Members of Friends of the Library-
Kingwood (FOLK) are working to bring out
a strong showing of voters from this area
in support of the library proposition.
Since the three libraries with top prior¬
ity are all planned for Precinct 4, it is
reasonable to assume that a strong turnout
in the northern end of the county will be
needed to assure approval of Proposition 6.
Two other major propositions on the
bond election are for flood control improve¬
ments and Port of Houston expansion. The
$75 million allocated for flood control in
Proposition Seven will be divided equally
among the four county commissioner pre¬
cincts. Proposition Eight allocates $50 mil¬
lion in bonds to expand and improve
facilities at the Port of Houston.
County officials are hoping for a ten
percent turnout of registered voters in
Tuesday’s election. Locally, FOLK mem¬
bers are hoping that a minimum of 1,000
voters from the Kingwood/Forest Cove
area will go to the polls and support the
library proposition.
Harris County Judge Jon Lindsay has
lappealed for a large turnout of voters in all
"unincorporated areas of the county since
residents outside Houston city limits will
benefit from all improvements. The Hum¬
ble Area Chamber of Commerce has en¬
dorsed all of the propositions.
