According to the 1990 census, Galena Park had approximately 2000 citizens 55
years of age and older; 1068 over 65. (X-1 )
ASSESSMENT OF NEED
The first Galena Park Library was opened on June 22, 1948 with 1776 volumes
of books available for circulation. Its original location was in space allocated by
the City in the Community Center Building; it was open three hours a day, five
days a week. The City employed the first librarian. The furniture was provided
by Sheffield Steel; books by Harris County. The total circulation between June-
December, 1948 was 6775 books. Use of the library had increased by early
1949 to the point that the librarian was authorized to work an additional three
hours on Mondays, Wednesdays, and Saturdays.
In 1952, the library moved to 1702 Third Street into one section of the old City
Hall/Fire Station location. In 1963, another section was added. In 1975, the
third section was completed and the entire library was remodeled. It now had
1066 square feet.
The library grew out of this location - aided by a leaking roof - and on April 13,
1987, the library moved into its present location at 100 Main Street consisting of
3,000 square feet. This building belongs to one of the local merchants who
rents it to the City of Galena Park for $900.00 per month to house the library.
Harris County operates the library and provides staff, books, and resource
materials for the present facility. Circulation January 1 through October 31,
1992 was 39,194, with a total collection of 21,688 books and non-books (X-3.)
The building is not in good condition; its location is very hazardous to pedestrian
traffic. Harris County August traffic count was over 14,000 vehicles daily down
Clinton Drive past the library front door; mostly tanker trucks and commercial
vehicles. Parents are reluctant to allow their children to walk alone to the library;
thus preventing many to utilize its facilities. School classes visiting the library
are endangered by the location of the present library also. In addition, a new
post office has been built on the property next to the present location, hence it is
anticipated that parking space will decrease and motor traffic will increase,
further hindering citizenry use.
